行騙手法層出不窮,但其實萬變不離其宗,騙徒往往都利用受害人的貪念或無知去騙人。這一節「長者法網智多聲」,就跟大家說說一些常見的騙案。
相信大家比較熟悉的,就是「寶藥黨」、「電子零件黨」和「祈福黨」這些街頭騙案了。寶藥黨跟電子零件黨其實差不多,騙徒都會告訴受害人,有些很賺錢的藥或電子零件,可以割愛賣給受害人,但這些藥和電子零件,根本不值錢。至於祈福黨,就是由一個騙徒假扮善信,帶受害人去找師傅祈福,師傅用受害人的財物作法保平安,然後就偷龍轉鳯,將受害人的財物換走。
有關電話的騙案也愈來愈多。大家看《警訊》也看不少了,騙徒會假扮是受害人的親戚朋友,在電話裡頭說趕著要錢,叫受害人存款到某個銀行戶口。如果大家收到電話,不斷要您猜猜他是誰,又或是只叫媽媽爸爸,又不表露身份的話,就要小心了。
還有,如果收到一些不明來歷的訊息,說您中了獎,也不要上當,因為騙徒等您回覆訊息時,就會告訴您,要付行政費或其他雜費才可以領獎金或獎品,他們甚至會找人假扮專業人士,偽造一些假文件,裝成是領獎品要辦手續,讓受害人深信不疑。當然,受害人付款之後,不會有任何獎金獎品啦。
也有一種騙術,叫「時光共享計劃」,推銷員會先跟受害人進行電話或街頭問卷調查,做完問卷之後就說有獎品送,叫他們出席講座,再在講座不斷遊說顧客參加時光共享計劃,顧客要即時簽約和支付一大筆會費,或是分期付款。
層壓式騙案就是靠不斷叫人入會來賺錢,但並沒有實際業務。如果這個一層層的金字塔崩潰,除了最高層的人之外,所有人都會蒙受損失,還可能要負上刑事責任。而倫敦金騙案,就是開辦一些投資講座,遊說受害人授權給第三者投資,但這些代理人投資時,並不會以投資者的利益為考慮,只會不停地進行交易和收取佣金。受害人的資本最後會全部虧蝕或全數用作佣金。至於鍋爐室騙案,就是一些不守法的經紀,用軟硬兼施的手法,叫受害人購買一些沒有價值、甚至是不存在的證券,受害人多數都是退休人士。而在投資熱潮消退之後,這些證券就只會變成垃圾股票或毫無價值的文件。
其實無論甚麼騙案也好,老友記只要多警惕,記住便宜莫貪,不要胡亂相信陌生人的說話,以及不要輕易付錢,覺得有可疑就報警,那麼騙徒就很難騙到您們了。希望聽完這一節「長者法網智多聲」之後,各位老友記又醒目多一點啦﹗拜拜
Telephone deception
The scam here involves the culprit calling the victim by telephone and assuming the identity of one of the victim’s relatives, friends or business associates. The culprit claims that he/she is experiencing financial difficulties and in need of money. The victim is asked to deposit or transfer money into a designated bank account provided by the culprit. The victim subsequently discovers the call to be bogus. The police investigation reveals that the culprit opened the bank account by using either a bogus or stolen ID card. Alternatively, the account was opened by someone other than the fraudster.
The culprit usuall makes calls to the victim, pretending to be the staff of courier company, bank or telecommunication company or sometimes an official of local or mainaland law enforcement department. The culprit claim that that the victim committed crimes contrary to the laws of mainland China, asking him to deposit or transfer money into a designated bank account provided by the culprit in order to settle the matter.
Advice
- Make up a code word, (for family members only) to be used in emergencies;
- Tell the relative, friend or business, or organization you will call them back on their known number to verify the story;
- Do not transfer any money under any circumstances; and
- Make a report to police if you suspect the call to be bogus.
